FAQ

  • What is the Riviera Estates Tenants’ Union?

We are a formal union of residents living in the Riviera Estates mobile home park (managed by Elevate Eagle). We have organized into a single, powerful voice to collectively bargain for safe, affordable, and harassment-free homes. Our power comes from our unity—we represent a supermajority of the community.

  • Why did you form a union?

We were forced to organize due to a pattern of abusive practices by management, including:

Unimaginable Rent Hikes: A sudden 40% increase in rent.

Systematic Harassment: Unfair fines, threats of eviction, and intimidating behavior.

Destruction of Our Neighborhood: The unauthorized cutting of mature trees and other lot changes without our consent.

Loss of Services: Experiencing interruptions in essential utilities like power and water without compensation or prompt resolution.

  • Is this legal?

Yes, absolutely. Tenants have a legally protected right to organize and engage in collective bargaining under Idaho law. It is illegal for management to retaliate against us for forming a union.

  • I'm a resident. What are the benefits of joining?

    By joining, you:

Gain Collective Power: One person can be ignored; a supermajority cannot.

Protect Your Home: Fight back against unfair rent increases, fines, and policies.

Have a Direct Voice: Help shape the demands and future of our community.

Ensure Security: Work towards long-term stability with a collectively bargained lease that protects everyone.

  • What if management retaliates against me for joining?

Retaliation for union activity is illegal. We document every interaction and are prepared to fight any retaliatory action with legal support. Our strength as a group is your best protection against retaliation.

  • What are your main demands?

    Our core demands include:

Roll back the ~40% rent hike and cap future increases at 2% per year.

Stop the destruction of our community

Rescind all unfair fines and eviction notices issued in bad faith.

Give the Union approval power over all major park changes, lot sales, and new fees.

Negotiate a fair, collectively bargained lease that applies to all residents.

  • How can I get involved?

If you are a resident, contact us immediately to get on our secure communication channels and attend our next meeting. For allies, you can amplify our story on social media and donate to our support fund to help with legal and organizing costs.

  • Is the union only for homeowners, or can renters join too?

The union is for every resident whose home and well-being are affected by Elevate Eagle's management. This includes both mobile homeowners who rent their lots and people renting the homes themselves. We stand together.

  • What happens if management refuses to negotiate?

We are prepared for a long-term campaign. Our power comes from our unity and our ability to take collective action, which can include legal strategies, public pressure campaigns, and engaging local media and political representatives. We will not back down.

  • Who runs the union?

We do. The union is run democratically by its members. A committee of elected residents handles day-to-day organizing, but all major decisions are made by a vote of the membership.
